Use action-ros-ci for CI #26

I saw that CI had been failing for a while and it looks like trouble pulling the Docker image. I used action-ros-ci to get CI green again. This builds the messages and runs some basic tests on them. I also split the jobs up so that testing occurs on the different distros on Focal and Jammy.
