Street pass disabled in game #10

I started up animal crossing new leaf:welcome amiibo, and Isabelle told me that I wouldn't be able to use the streetpass features because streetpass was disabled for the game. I've never turned it off so I'm guessing that CITRA just isn't grabbing streetpass data from the console
