Artic Base: Implement DLC support and other fixes #173

This PR is a combination of several changes that aid to improve Artic Base support:

Add support for bought DLC.
Add support for SystemSaveData.
Get the console ID from the artic server.

This PR closes the following issues:

Is there a possibility of implementing multiplayer mode using 3ds for this (even if it is local mode)? It would be incredible! But maybe everything I'm saying is nonsense...

Citra does not support Local Play, and there are no plans to support it. In any case, implementing Local Play is unrelated to Artic Base.

O Citra não suporta Local Play, e não há planos para suportá-lo. Em qualquer caso, implementar Local Play não tem relação com o Artic Base.

I perhaps, mistakenly, thought that it was "almost" mirroring, so I used Citra just to reproduce the image and that the entire infrastructure would be from 3ds itself, so I could use the console's own Wireless for that. But now I realized which is as if you were just using the emulator (Citra), using a Rom/Dump and the console is just a detail.
