ppnOpenFishery - intended to quantify whether a fishery should be open/closed at the MU level. For Fraser an MU is assigned a 1 (open) if recruitment is above the lower FRP linked to the TAM. This makes sense most of the time, but I'm wondering if it should be adjusted in situations when Fraser River sockeye are being ran with a fixed exploitation rate. For Nass chum a fishery is open if realized exploitation rate (perhaps this should be observed?) in previous year is below target (0.1).
