Always remove the constraint and run the TAM rule with one MU

Adapt the mixed stock PA HCR so that it can be used with the full aggregate
Remember the constraint basically reduces TAC by 25% unless the abundance of co-migrating MUs is relatively high. I'm fairly sure it was one of the first two, which are conveniently much easier to do than the third!
