Add pb-CpG-tools task #79

We would like to add the pb-CpG-tools to the workflow. https://github.com/PacificBiosciences/pb-CpG-tools

@williamrowell @vsmalladi Can you help prepare for a docker image with the pb-CpG-tools?

As part of a different initiative, we will have this available by mid-December.

Mid-December is great! Will this workflow and the initiative be consolidated? Or, does the new initiative meet different needs?

The new workflow is meant to replace this one and is built with easier testing and maintainability in mind.
