Settings can not be removed or edited #445

For some settings there are some that have non-editable/non-removable values. An example is shown below. Another one is the School Classification. This is undesirable and it provides values that should not be allowed into the system. Why can't those default values not be removed?

@Sabya-openSIS sir, we have some pre define value in School Level & School Classification that are need for adding a new school.

@Suman-Os4ed again, this is undesirable and should not be required and forced on users. Should be flexible.

This can be addressed in two ways.

  1. There is no need to create school levels when adding a new school (it can be added after like several other settings in there)
  2. Provide a way to change the default values. They can not even be edited at the moment.

Ideally 2. above is preferred. When creating the system if we could edit the default values that would be perfect. Then the new schools will be created with the desired default values. This is true of all default settings for "drop down" values.
