Can not remove fourth level marking periods #616

A fourth level marking period was added by accident. Trying to remove it results in the following error. There is no transactional data associated with these marking periods yet as far as we know.

Removing the record directly from the database in table progress_periods works.

Actually, there was a transaction. Once this is cleaned up it should be fine. It is not an issue.
