fixed referenced python version for auto-generated educa project files #3

commits from July 25 are just snippet files - not sure if you want to merge them yet commit fac4b96 is the fixed python version references

updated Django version from 3.2.10 to 4.0.4, and modified links from 3.2 to 4.0
