Layout fixes on ticket page #1

Fixes:

Alignments of user icons in the assignee list
Moves the status buttons out of the card, giving more space to the ticket title

This also adds a dotnet user-secrets id to the project file, allowing the database credentials to be configured for development without needing to modify appsettings.Development.json.
