请问是否有已经实现的paddle文本检测相关模型库，如CTPN，east等文本检测模型？

没有开源CTPN，east模型，可以参考一下以下模型

  1. Paddle 1.5发布了检测库PaddleDetection https://github.com/PaddlePaddle/models/tree/develop/PaddleCV/PaddleDetection ， 支持Faster/Mask RCNN+FPN/Cascade,YOLO,SSD，支持切换backbone等，可以参考一下有没有你需要的
  2. Paddle有ocr_recognition模型，看看能否满足你的需求 https://github.com/PaddlePaddle/models/tree/develop/PaddleCV/ocr_recognition
