Add testing and clean up Ruby syntax

Previously there was no testing on the cookbook. The spec file that existed was broken and did not pass.

• Add Rubocop, foodcritic, and spec testing
• Fix existing spec file
• Setup Travis
• Cleanup Ruby syntax
