v5.1.2 Updates #124

This changeset aims to address #115, #121, #122 and #123:

Add support for Python 3.11
Upgrade Debian test images used in CircleCI
Set retry logic defaults according to recommendations from PagerDuty's official API documentation

Originally v5.2.0; I decided it wasn't big enough changes to call it a minor release, and the new defaults are technically an issue fix.
