Keeping with the recommended construction of using one logger per module and naming accordingly, the name parameter is deprecated and has no effect as of this version. All loggers are now the same (i.e. logging.getLogger(__name__))

The latest version of requests we could use without dropping support for Python v3.5 is 2.25.1; for v3.6 it's 2.27.1 (the version isn't available in those Pythons which is why the tests are failing).
