Get STAN to run in the package. #3

Take the stan files from @PalEON-Project/stepps-calibration and move them into the data folder. Try to bring rstan into the package and run in the vignette.

The cal_g model will take an hour to run at an 8km grid size.

There is now an add_stan branch that I'll keep working on. I'm moving some files into it based on the tutorial in the rstantools package.
