Is your feature request related to a problem? Please describe. Containerizing Talawa-API to simplify the setup and running process for developers on their local systems, while updating the INSTALLATION.md file to provide clear instructions on the hosting process.

Describe the solution you'd like I will create a docker-compose.dev.yaml file that installs the required dependencies and hosts the server locally on localhost:4321.

Describe alternatives you've considered I will also update the INSTALLATION.md file to reflect the changes I have made.
