Upgrade package `eslint` from 8.57.0 to 9.10.0 #2518

Rationale

  1. This was previously attempted by the automated dependabot job but the PR tests failed.
  2. This issue has been created to fix the issue as there may be multiple dependency requirements that need updating

This is a major revision upgrade and many files may need to be updated to the new syntax, functions, methods and classes

@palisadoes I have to upgrade the mongoose to 8.4.4. Is there any need of upgrading the eslint to 9.10.0

@palisadoes I was updating the peer packages of the eslint to their compatible version of eslint "9.10.0". But "eslint-plugin-import" latest version is not compatible with "eslint" latest version.
