files in src/libcsg/modules/io/dlpoly have missing license header #143

All files in the src/libcsg/modules/io/dlpoly have no license header, this will 
lead to some problems at least with Debian. The copyright should stay with the 
dlpoly guys, but we need at least the right to redistribute them.

We have a NOTICE file in the main directory of csg to describe where stuff came 
from.

We have discussed it with the DL_POLY team, and agreed to stick to this (for 
the interface; I guess it is a GNU type license, but have to check):

This is BSD license, so redistribution is no problem. I will add this to the 
files.

Hi,

It's good to know the DL_POLY Classic license was satisfactory for
releasing the interface.
But in places it must be amended, of course, to include our names as
contributors.

Please, see attached amended license text.

Sorry for no attachment! it has been stripped by the repository system here.

Anyways, what you have introduced is alright, I suppose. Just an extra single 
empty 
line(s) is (are) needed to separate the license from the rest of the comments 
and codes. Thanks!

I will be checking and amending all these, including removal of my excessive 
comments, once again as soon as everything works and tested.

Left to do:
- fix copyright year in serial.f and setup_module.f
- added a couple of empty lines to separate the license from the rest

But let's wait for issue 147 first.
