Rework creds.py #16

@stucka 's to-do plan. Should be easy. Not happening today.

-- Tweak postgeo.py to account for the error messages we're about to cause

-- Shift API key to its own storage thing, not inside Access

-- Add creds.py location for geocache.csv (or similar filename) -- defaults to geocache.csv in local directory, but can be set to a universal location to build a global database.

-- rename creds.py to take into account the broader meaning of the file?

-- Rework postgeo.py to use the new geocache location.

Turns out it did happen today.

Kept the creds.py filename. Existing users will have to patch a line. Added error message for API key.
