modifications to the 9.0 base configuration

Motivation and Context

9.0 base config option using older configuration options and need to modernize with updated IronSkillet content

How Has This Been Tested?

local configuration loading to 9.1 firewall

skillet xml files and .meta-cnc.yaml file updates for configuration update workflow with newer name for the base 9.0 config skillet
