Issue with pan-cn-mgmt.yaml - hpa enablement lines #4

Please confirm what this is the purpose of lines below in https://github.com/PaloAltoNetworks/Kubernetes/blob/v3.0/pan-cn-k8s-service/aks/pan-cn-mgmt.yaml as HPA works without that. Is it a leftover from the config where KEDA was not in use?

Uncomment the below 3 lines to enable HPA
