Changes for 10.1 branch.
Updated submodules directory to latest commit. Updated the tools directory by removing all python code and replacing with the sli bash script. Added ELF content changes in the correct spots now as well, Ran the bash script to repurpose all loadable config and template directories with the new changes as well.
How Has This Been Tested?
Ran build_all.sh tools script to rebuild all files.
