add 'Validations' as a UI filter for collections #119

As with other skillet types, panHandler collections UI requires a validations filter to see only validations. The same is true for any other UI page with this filter.

Suggestions with the change is to also consider if the click filters are becoming too many and a pull down or other UI model is recommended
