unable to do a config debug test prior to api loading when using the new inline xml model

I have created a test skillet for ipsec tunnel creation forked from the CE skillet: https://github.com/scotchoaf/DCV-IPSec-Tunnel-Creation

when using inline xml mode the skillet will load as expected however unable to use the debug feature prior to loading
