Description

PR delivers:

changes in Lambda runtime (from Python 3.8 to 3.11)
improvements in Lambda code (reformat code, remove target exceptions, adjust lines to 120 characters)

Motivation and Context

Resolves #42.

How Has This Been Tested?

Code was tested in the lab and via ChatOps.
