Remove local CONTRIBUTING.md and update README to redirect users to CONTRIBUTING.md in terraform-best-practices

Describe the problem

We have six separate repos for vmseries deployment across different public cloud providers. It makes sense to maintain CONTRIBUTING.md in a single place
