feat(terratest): Introduce Terratest to GCP #224

Description

Introduce Terratest for PR and release CI workflows.
Login to GCP dedicated project provided via OIDC attached to a SA with restricted access.
Added validaton tests for all modules + Idempotency tests for all examples (only Plan is executed in PR, Idempotency is executed only for releases)

Motivation and Context

Enhance code quality.

How Has This Been Tested?

Tested using dedicated project and running Idempotency for all examples.
