add panorama server general setting

Description

Add support for primary and secondary Panorama server(s) under general settings.

Motivation and Context

The option to set the Panorama servers were not available

How Has This Been Tested?

Tested the code on two newly created AWS EC2 Palo Alto instances.

Just to add a little visibility into this issue: I'm kind of waiting on a few more pango updates. When a new pango release is cut and the new pango is vendored into this repo, this PR can be merged in.
