support cloudwatch metrics setup in panvm #300

Is your feature request related to a problem?

there does not seem to be an ability to enable the cloudwatch metrics setup in the panvm

Describe the solution you'd like

add support to terraform to support enabling/modifying the cloudwatch metrics setup in the panvm i.e. enable/disable monitoring, changing namespace and update interval

Describe alternatives you've considered

manual xml api update or clicking buttons in the ui

Additional context

addition would be very beneficial for automation

as https://github.com/PaloAltoNetworks/pango/issues/73 is now resolved
