removing "depends_on" + a few misc updates #13

This PR does the following:

removes depends_on from all of the resources used in favor of resource name variables
changes a few of the NAT policies, as they seemed like it should be zone external > zone web
fix copy/paste error for a service object description
remove vsys from the resources that don't require it
