HA snapshot comparison targeting active peer #44

Description

Take and compare snapshots between the initial active and post failover active peer whether the incident is created targeting active or passive peer.

Also set revert HA topology on Device Upgrade to match initial HA state.

Motivation and Context

Resolves #43

How Has This Been Tested?

Tested on HA pair firewalls.
