Description

This PR introduces waiting for the Auto Commit job in Device Upgrade playbook when firewalls are rebooted after an upgrade.

Motivation and Context

When firewalls are rebooted HA state check failed because even the firewall was up AutoCommit didnot finish yet and HA state didnot settle down.

How Has This Been Tested?

Tested manually on VMSeries HA setup.
