Roulette Wheel AI was kinda messy in terms of where everything is saved.

First main state machine should not have state definitions, only state machine itself.
Second there was no need to have separate file for functions that are tied only to Roulette wheel AI, they can go inside of states file, which is okay.
Third gate AI file that had states was renamed to make more sense. So format is [AI_NAME]_states.py if the file has all the states for the specific AI.

I have tested changes in simulator, it all works.
