All REST endpoints:

list applications
get application by ID
get user info - email and name - from user session
Create application
- update content, save application
Submit Application
Rep approve and request revisions application
DAC approve and request revisions application
DAC reject application
Applicant submits revisions
Applicant closes application
Get/Edit/Delete/Add/Update collaborators
