Add Automatic CFG & Jank HiDiffusion toggles

Description

• Adds master toggles for the two above extensions, allowing to completely turn them on or off independent of the individual features on the tabs of those extensions. For users of Tab Extension, this allows toggling these extensions with a ctrl-left click.

• [ ] My code passes tests Sorry, this is my first ever pull request on Github. I tried to run the tests and it seems like reForge doesn't like loading the test checkpoint (empty.pt), so the test fails...

Thank you, I would also like some clarification on this in case I want to do any further contribution, I took the following steps:

1. Forked your repo
2. Created a new branch (AutoCFG-HiDif-Toggles) in my repo from dev_upstream

On my repo dev_upstream shows this:

But for AutoCFG-HiDif-Toggles, it shows this:

So you can see it points to the main branch in your repo, I would have expected it to be dev_upstream in mine, or yours.

This is why I deleted my branch, to see if I missed anything.

Do you know what the issue is and what I should do?

Sorry, just saw! I'm not sure, even I think the dev_upstream should point to main, and forks of dev_upstream to dev_upstream :(
