Convert to English not working #6

What steps will reproduce the problem?
1. wrap a string in double quotes "Hello World"
2. Try converting the string to english
3. It will not display anything or give any error message.
4. Try converting that same string to other languages like french
5. It translates and displays it.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.
