i think you should only be allowed to submit 30(+grace period)s after the seed has been sent to the client. otherwise clients can break the system by just faking when they started and precalculating all the moves.
however, this does break how you can choose when you start in the current version

with the current implementation, you can not get two black tiles in consecutive turns, i.e you will always need to move each cursor at least once before submit, I am unsure on how to pregenerate that seed
