Add Oxygen icons from KDE #66

Please add Oxygen icons from KDE, see https://github.com/KDE/oxygen-icons

Offering of these icons should be similar as the GNOME icons:

License is GPLv3

To give an idea, in 2012, I collected this set: screenshot from 2017-01-15 14-16-40

When doing this, please also consider icons from Tango and LXDE.

@PanderMusubi I'm split regarding that.

The Compiz iconset was clearly designed for each of the compiz plugins, so it was extremely specific. However, KDE Oxygen icon set falls in the same category of Tango project, GNOME desktop icons, GNOME high contrast icons, Adwaita icon theme, KDE Breeze icons (also as webfont, also -extra and -extended). They contain some general-purpose icons to be used in the context of computer web interfaces. For instance, they contain weather icons, files and folders icons, media playback icons…

I can see some value in including those iconsets as part of this project (after all, we already have font awesome and other variants). I can imagine them being useful while building user interface mockups.

I'm just afraid of how many iconsets will be included in the end. If we are okay about including four or five desktop iconsets (or as many as people are willing to contribute), then I'm fine with their inclusion here.

I am fine with adding this and other specific ones. But we have to get this project rollin' again first. I don't think the amount of sets is the problem. I do think that very large sets need to be split into subsets.
