GUI does not update when dragging on map #70

Describe the bug When the game is playing and the user holds and drags the map, the GUI will not update. In addition, any unit cards that are open will also disable map drag.

To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
