CI: GitHub Actions #178

This adds Moodle HQ's moodle-plugin-ci GitHub Actions workflow and just enough changes to have the tests pass. I didn't try to fix everything. I recommend internal testing before merging because I had to guess in some cases which files needed MOODLE_INTERNAL vs which just needed to unconditionally load config.php.

As discussed in the comment on the issue thread we cannot directly merge this PR so I will be closing it. I will add it to the internal work item as a reference so we can look back on it when we fix this issue.
