When target != My Computer, add 'Open RT Tester' to right Click #15

when dealing with RT targets DQMH can create an RT API Tester, Panther Dashboard can open the original API Tester but not the RT one, add right click with this option and if does not exist, suggest the user to create one with Scripting tools
