As far as I am aware, most of the proprietary file formats used by Chasm have never been publicly documented in plain text, which discourages people who might otherwise try to author tools, or create scripts or plugins or submit patches for existing tools, to edit/create assets. Assuming the author of this project isn't interested in packaging such documentation with this project, an obvious place to host it would be on the Carnivores Wiki, which already documents several of the formats used in the later Action Forms games.
Note that while most of the Chasm formats haven't been documented as far as I've been able to find, at least a few have, or have otherwise been reverse-engineered, and I've listed known projects and documentation on the Chasm page of the wiki; of particular note is the ModdingWiki page, which contains documentation for several files and formats.
(Full disclosure: I am the principle editor on the Carnivores Wiki, and certainly one of the motivations behind creating this ticket is shamelessly recruiting anyone who might be interested to also edit the wiki. =) )
