Adds new Grow Up option which applies to all action bars, replacing the old bar1top option.
This allows things like the right action bars when in 6x4 to have the first action bar on the bottom so if the second action bar is hidden it can be aligned with other action bars on the bottom of the screen.
Currently the first right action bar is always above the 2nd right action bar, so if the 2nd bar is hidden it makes it very difficult to align with the other action bars on the bottom of the screen.
