Add max percentage to disable unstacking #43

When a team gets 300% or even 200% behind another team in tickets less than halfway through the round, unstacking should be disabled so that good players aren't sent to doomed teams.

Rather than percentage, decided to use absolute ticket difference. So on a 1000 ticket server, if this setting is set to 300, it means than a ticket difference of more than 300 (like 800 vs 400) will disable unstacking.
