Allow @mb scramble on/off at all times #81

Only On Command should only disable automatic scrambling. The commands should always work, as long as Enable In-Game Commands is true.

This was fixed in 1.1.3.0. Closing.

Not completley fixed. Need to remove OnCommandOnly conditions from InGameCommand.

I'm going to need to add a new option, like @mb scramble default or @mb scramble settings, in order to allow the plugin settings to be used for scrambling. This would enable @mb scramble on to be a unilateral way to enable scrambling and @mb scramble off to be a unilateral way to disable scrambling regardless of settings. If you want settings to determine scrambling, you use @mb scramble default, or whatever.
