I'm not sure if it is an exact duplicate, but as far as I understand these issues arise because both mods use the same render to texture methods and thus clash.
As mentioned in #564 there is not much we can do to "fix" it. :(

When near water, artifacts that appear related to Scatterer's water reflections appear in the targeting camera and make it hard to use.

This sounds like #564 . If it is the same thing, I hope that this is at least a better articulation of the problem.
STEPS TO REPRODUCE
Install Scatterer. Make a craft including a targeting camera. Spawn it near water. Look round with the targeting camera. You should see various artifacts.
If this does not reproduce the bug, try looking in different directions and moving the vessel to different altitudes and positions. This process should not be difficult; the artifacts are frequently found and consistently appear.
This might also occur even when not near water and in connection with other Scatterer features; I have not exhaustively tested potentially affected cases.
