I'm on 1.9.1, mostly because the update said that they fixed 'Missiles problem regarding locking and losing lock. Affecting heat and radar missiles", so i'm assuming this might be a sperate issue.
It's a pretty simple problem: IR does not lock, let alone track. Not on modded nor stock parts under any circumstances. Radar works just fine, though.
