On Paper 1.13.2 builds, BlockStateSnapshotBeforeSnapshots is used as the BlockStateSnapshotHandler #7

I noticed this as I was given a WarmRoast profile, http://paste.enginehub.org/KCXC7u.profile

Here it can be seen that it's 1_13_R2 (Either 1.13.1/1.13.2 - But they've said it's 1.13.2), Paper (Got the generated event executor), and using BlockStateSnapshotBeforeSnapshots in PaperLib.
