Between Waterfall build 448 and 460 there is an issue introduced where spectator cannot use the spectator hot bar to TP to other players.
Build -448 works whereas 460 does not with the same backends.
I have also tried removing all plugins from Waterfall and the issue persists.
UPDATE:
Five: @RealBaconEater disable entity meta rewriting and tab-list rewriting in the waterfall.yml and ensure forwarding is set up correctly. That should fix it.
This issue is caused by UUID inconsistencies
