Desktop environment: cinnamon
Installing method: Papirus Installer | pacman | ...* add gui for folder color for manjaro

I don't quite understand the question. Folder Color package for Manjaro Cinnamon you'll find here https://aur.archlinux.org/packages/folder-color-bzr

If you asked to add GUI for papirus-folders so I have to say that it's not a priority.
